Je suis en python 3.6.
Mais on peut voir dans les message d'erreur que les packages cp27 et aussi cp36 ne sont pas supportés.

Oui effectivement en téléchargeant python-3.6.4-amd64.exe

et en étant à la version 64 bit de python la commande est passée.
