Après 4 heures de recherche et de test, j'ai besoin d'experts car je m'en sors pas dans le webconfig iis7

Voila sur mon site ou il y a un joomla j'ai fait un autre mini-site dans le répertoire ville pour le referencement de ce site

j'ai fais un rewrite pour ce répertoire (Règle 1 en rouge) jusque là tout va bien mais ou cela se gate c'est que dans ville j'ai mis une administration dans le répertoire admin et dans ce répertoire je ne veux pas de rewrite d'url et la je n'y arrive pas. comment je dois faire?
