COPY FROM-ERROR: array value must start with "{" or dimension information

j'essaie d'utiliser la commande COPY afin d'alimenter une table appelée tb_COMMUNE à partir d'un fichier csv.
J'effectue la commande suivante:
Code:
COPY "tb_COMMUNE" ("INSEE","nom_commune") FROM 'C:/TEMP/Tb_COMMUNE.csv' WITH CSV
"INSEE" et "commune" sont deux colonnes de type text
J'obtiens le message suivant:

20221 est le premier numéro INSEE de mon fichier csv
