probleme postgresql sous windows

voila j'ai telecharger mingw et msys il y a un post qui explique cela
mais voila mon probleme lorsque je clic sur msys j'ai l'i,vite de commande
au moment ou je met cet commande :
tar -zxf postgresql-snapshot.tar.gz

voila l'erreur :

le fichier postgresql-snapshot.tar.gz et dans le repertoire C:\msys\1.0\home

et j'ai copié le contenu de mingw dans msys\mingw comme le dit le tutorials

a l'aide svp

Le programme tar ne sait probablement pas ou trouver l'archive demandée car elle s'attend à la trouver dans le répertoire courant.
