Mode de document IE9

j'ai une page

et lorsque j'ouvre mon IE9 j'ai dans la fenêtre "Outil de développement" :

Mais avec le meta ci dessus ne devrais je pas avoir un mode de document à IE8 ??

Se que je cherche à faire est de forcer sur IE9 l'affichage en mode de document IE8 et non IE7 comme cela est fait actuellement.

Oui j'ai essayé de changer la balise meta et même le doctype mais impossible de force le mode de document !
J'imagine qu'il y a un moyen mais ça m’échappe :-(

Il faut tout simplement mettre la balise après le <title> et avant tout autre balise <meta> :
