application .net et BDD Mysql d un site web

je veux crée une application qui communique avec une BDD Mysql d un site web PHP

je essai le programme avec une BDD en "localhost" et ca marche
mais si je détermine les informations d un serveur du BDD le programme marche pas

le message d erreur est

le probleme est dans le firewall ?
ou il ya autre solutions ?
