Ben ça dépend comment c'est parenthésé.
Si c'est "upload rate not (between 0 and 1, excluding 0)" ça a du sens : "not (]0, 1])".
Si c'est "upload rate not (between 0 and 1), excluding 0" ça voudrait dire : "not ([0, 1]) and not(0)", ce qui serait redondant et n'aurait aucun intérêt. C'est donc pas ce sens-là.
