garder une variable avec refresh

bonjour,
je crée un site où les agents de différents centre de secourspeuvent déclarer s'ils sont disponibles.

jsur un autre formulaire, une carte du département avec des carrés colorés sur les centres de secours. la couleur du carré est fonction du nombre de personnes disponibles.

J'ai sur ce formulaire un tableau avec des cases à cocher pour sélectionner le type de centre à visualiser avec un bouton "Valider".

Mon formulaire se recharge toutes les minutes et la valeur des cass à cocher n'est plus prise en compte et aucun centre n'apparait.

Ce que j'aimerai, c'est que par défaut à l'ouverture de la page, toutes les cases à cocher soit validées et au "Refresh" garde la dernière valeur du POST.

j'ai essayé ce code mais ça ne garde pas la valeur sur le refresh.

Si je clique sur le bouton ; la valeur 1 ou 0 est bien enregistrée.
Si je laisse le refresh, la case à cocher revient à 0.

Je pense que je déclare mal la session où l'arbre de choix n'est pas dans lebonne ordre.
